DEGA Partners Attorneys Assocation, acting as legal advisor to the Household Electrical Appliances Committee of the European Business Association (EBA), took part in a series of regional practical seminars for market surveillance inspectors focused on detecting prohibited non-energy-efficient boilers on the market.
The seminars were held in October 2025 at the premises of the Main Directorates of the State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP) in the Zhytomyr, Poltava, Ivano-Frankivsk, and Vinnytsia regions. The events formed part of a nationwide training programme for market surveillance inspectors organised by SSUFSCP in cooperation with the EBA.
Representatives of the Main Directorates of SSUFSCP from all regions of Ukraine participated in the seminars.


The primary objective of the seminars was to enhance the knowledge and practical skills of market surveillance inspectors in identifying products prohibited under the Technical regulation on ecodesign requirements, as well as to improve the effective application of state market surveillance measures.
Senior Associate of DEGA Partners, Vitaliy Kovalenko, acted as one of the speakers during the training sessions, sharing practical experience in the application of the Ecodesign Technical Regulation and approaches to the legal assessment of product compliance.The training focused on strengthening inspectors’ competencies in identifying products prohibited under the Technical regulation on ecodesign requirements and ensuring the effective enforcement of state market surveillance measures.

The conducted series of seminars became an important step towards establishing a unified practical approach for market surveillance inspectors, which will contribute to more effective detection and prevention of the circulation of prohibited gas boilers that do not meet ecodesign requirements.
Such dialogue between business, the expert community, and public authorities is critically important for improving national energy efficiency, preventing unfair commercial practices, and protecting consumer rights.
In the long term, these efforts will contribute to the conclusion of the ACAA (Agreement on Conformity Assessment and Acceptance of Industrial Products), which will enable trade in industrial products between Ukraine and the EU under conditions equivalent to those of the EU internal market.
