Managing Partner of DEGA PARTNERS Kostyantyn Gamkrelidze participated in the EBA round table «Cooperation between the Renewed BES and Compliant Business – First Six Months»

On February 27, 2026, a round table «Cooperation between the Renewed BES and Compliant Business – First Six Months» was held, organized by the European Business Association. The event brought together representatives of leading business associations and key institutions to discuss the results of the work of the renewed Economic Security Bureau of Ukraine and the development of a new interaction model with the businesses.

Among the participants were representatives of the Economic Security Bureau of Ukraine headed by Oleksandr Tsyvinskyi, Ukrainian Business Council, Association of Taxpayers of Ukraine (ATU) as well as the Economic Expert Platform.

As part of the panel discussion, a speech was delivered by Kostyantyn Gamkrelidze, Attorney-at-Law, Managing Partner of DEGA Partners.

Issues for discussion included:

  • Results of the first 6 months of the renewed BES: de-shadowing efforts and interaction with compliant businesses;
  • New concept for minimizing “business splitting” schemes;
  • Major shadow economy schemes within BES competence to address and their transformation dynamics;
  • Industry-specific tax minimization schemes: excisable goods, construction, electronics & equipment, retail;
  • Analytical work model and risk-based approach of the BES, in-depth sectoral analysis, interaction with the State Tax Service.
  • Current status of re-certification competitions, recruitment of new employees, and the existing staffing gap.

Particular attention was paid to the practice of initiating and supporting criminal proceedings under Articles 209, 212, 201, 201-1, 201-2, 201-3 of the Criminal Code of Ukraine and other economic crime provisions.

During the discussion, Kostyantyn Gamkrelidze emphasized the importance of strengthening professional cooperation to build consistent enforcement practice in holding organized criminal groups accountable, particularly in cases related to commercial smuggling.
